Metal altered with paint is just what it sounds like. Here I used a metal frame around the bird, and on the bottom of the tag I used a 'treasures' metal tag, both altered. Everything is blue, hum....not sure why I did that. I guess we all get the blues on occasion. You'll have to check out Tim Holtz's Compendium of Curiosities for the technique particulars.
